Elnur Soltanov

Dr. Elnur Soltanov earned his master’s degree in International Relations from Middle East Technical University (METU) in Turkey (2003) and his PhD in Political Science from Texas Tech University (2009). Between 2000 and 2003, Dr. Soltanov worked as a researcher at the Center for Eurasian Strategic Studies (ASAM) think-tank in Ankara, Turkey, where he also served as the editor of a daily bulletin Avrasya Haber, a joint project with Turkish Cooperation and Development Agency (TCDA). His publications include chapters for The Geopolitics of the Turkish World in the 21st Century, Turks, and Central Asia in World Affairs; numerous academic and analytical articles for English and foreign language journals and newspapers; as well as a book, A Political Economy of Russian Foreign Policy: The Effects of the Natural Resource Sector and the Military Industrial Complex on Russia’s Foreign Relations, published in Germany in 2009.

Prior to joining ADA, Dr. Soltanov served as Assistant Professor of Political Science at the Truman State University, Missouri. He also taught at Texas Tech University, Texas, and Slippery Rock University, Pennsylvania. His taught courses include Comparative Politics, Senior Seminar in Political Science, International Relations, Middle East Politics and American National Government. His teaching and research interests cover international relations, international security and political economy, foreign resource and investment politics, comparative politics, methodology and post-Soviet politics. He also studies the effects of international migration on domestic conflicts and the causes of war.
