Anthony Winer is a professor of law at William Mitchell College of Law in Saint Paul, Minnesota. His practice background was in international banking law, and his current primary teaching and publishing interest is  public international law. As an academic writer and educator, Professor Winer has also been active in the fields of constitutional law and administrative law. He received his A.B. from University of California, Berkeley in 1977; his J.D. from the University of Chicago Law School in 1980 and his LL.M. from New York University School of Law in 1991.  He served from 1980 to 1982 as a Staff Attorney for the U.S. Federal Reserve Board in Washington, D.C.  He then worked as attorney with Shearman & Sterling (1982-87) and Moses & Singer (1987-90) in New York, and during this period also served on long-term legal-practice assignments in Paris, London and Athens.

In 2008-2009, he was Fulbright visiting scholar at the Academy of Public Administration in Baku, Azerbaijan. Professor Winer has taught a number of courses including Administrative Law, Public International Law, International Business Transactions, European Union Law and Constitutional Law.  He is co-author of the book, A Basic Course in Public International Law Research, published by University Press of America in 2005. His articles have appeared in the William Mitchell Law Review, The Journal of Law & Inequality, the Harvard Civil Rights-Civil Liberties Law Review, the Northwestern Journal of International Law & Business, the University of Chicago Law Review, the Seattle Journal for Social Justice and other journals.
