Master of Science in Electrical and Power Engineering

Fully Funded Dual Degree Program

The Master of Science in Electrical and Power Engineering (MSEE/PE) is a dual degree program jointly offered by ADA University in Baku, Azerbaijan, and The George Washington University (GWU) in Washington, D.C.

This two-year program equips students with advanced knowledge in modern electrical and power engineering, emphasizing renewable energy, smart grids, and sustainable power systems. It is designed for both recent engineering graduates and industry professionals seeking to deepen their technical and research expertise in the power sector.

Throughout the program, students develop a comprehensive understanding of the entire electric power value chain—from generation and transmission to distribution and energy markets—while gaining strong analytical and problem-solving skills for real-world challenges.

The program spans five semesters: four semesters are completed at ADA University in Baku, and one semester at GWU in Washington, D.C. While at GWU, students have access to state-of-the-art laboratories and research centers, gaining hands-on experience in real-world projects

The final semester includes a research-driven master’s thesis focused on emerging topics in power and electrical engineering.

Financial Support

The program is fully funded for Azerbaijani nationals through the State Program. Funding includes:

• Living costs in Washington, D.C. (monthly stipend and dormitory accommodation)

Students are responsible for paying only an annual non-refundable student fee of 1,500 AZN.

Important notes:

  1. Azerbaijani nationals who have previously completed a government-funded master’s degree must cover ADA University tuition themselves. All other costs—travel and living expenses in Washington, D.C.—remain covered by the State Program.
  2. Funding is not available for international applicants.

Eligibility Criteria

The program is intended for candidates who have:
• A bachelor’s degree in Electrical Engineering, Electronics Engineering, Power Engineering, or Mechanical Engineering with strong Mathematics and Engineering coursework.
• A minimum GPA of 3.0 on a 4.0 scale (equivalent to 80/100).
(ADA students and alumni may apply with a GPA of 2.8.)

• Strong background (or equivalent industry experience) in core engineering and mathematics subjects such as Calculus, Differential Equations, Physics, Programming, Electric Circuits, Thermodynamics, Electronics, Power Systems,and Sustainable Energy.


• Demonstrated research interest or innovation through academic projects, publications, or professional experience.
• English proficiency certificate (TOEFL IBT 100, IELTS 7.0, PTE 68, or Duolingo 130)

Important notes:

  1. IELTS “One Skill Retake” scores are accepted.
  2. English test waivers are available for native speakers or for graduates of English-medium degree programs from countries where English is an official language.
  3. Applicants with English proficiency at the minimum level (IELTS 6.0 / Duolingo 115) must complete ADA’s English Preparation Program (held daily, 16:00–19:00) before starting the academic program. For more information and registration, contact admissions@ada.edu.az.

Admission for dual degree is a four-stage process:

Stage 2: Exams

Stage 3: Interview

Shortlisted applicants are invited for an interview in English. The Admission Committee evaluates academic records, intellectual potential, career focus, and readiness to succeed at ADA University.

Stage 4: George Washington University Application

Candidates who pass ADA’s interview will submit online application to GWU. Nominated candidates are exempt from the GWU application fee.

Only those who complete the admissions process at both ADA University and GWU will be admitted to the program.
