Master of Public Administration
The Master of Public Administration (MPA) is a two-year interdisciplinary graduate program. It focuses on empirical knowledge equipping the students with analytical and managerial skills to excel as public servants. The program is taught in the evenings throughout 5 semesters, including one Summer term.
Program format
Alongside the major core courses, students take 3 elective courses after completing their first year. Close to the end of their studies, students apply their knowledge to real-world scenarios by working on a Capstone project. Students who choose research track write Master’s thesis during their second year.

Eligibility Criteria
- Bachelor`s GPA
- Logic Subscore of the SEC/DIM Exam
Essay on a given question (in the application form):
“In the digital age, information is abundant but trust is scarce. How should government, media, or citizens respond to the challenge of misinformation? Propose a realistic approach and justify it.”
Note: There is no minimum required score for the abovementioned criteria, but higher results will strengthen your overall application.
The SPIA Admissions Committee reviews all applications holistically, ensuring that your strengths in one area can complement and balance others. No single factor determines admission, since ADA University values balance, effort, and potential.
Only selected applicants may be invited for an interview to further discuss their goals and program fit.
Tuition and fees
Annual tuition and fees for the citizens of Azerbaijan is 6500 AZN and for Internationals 10500 AZN.
