ADA University, in collaboration with the Dutch Research Centre for Examination and Certification (RCEC), has launched a new Certificate Program in Strategic and AI-Supported Assessment, aimed at strengthening professional expertise in the design, analysis, and management of modern assessment systems. The program responds to the growing global demand for fair, valid, and responsible assessment practices in education, training, and organizational learning, particularly in environments increasingly shaped by artificial intelligence. This program addresses common challenges in assessment, such as tests that only measure simple knowledge, provide unclear scores, or offer limited feedback, and shows how AI can enhance assessments when used responsibly.
The six-month certificate program, starting on February 14, 2026, combines academic excellence with practical application through two interconnected tracks: Assessment Design and Assessment Analysis. Aligned with the European Qualifications Framework (EQF) Level 7 and the Dublin Descriptors, the program equips participants with advanced theoretical knowledge and hands-on skills in competency-based assessment, psychometrics, AI-supported item development and scoring, and quality assurance. These competencies enable professionals to design and evaluate assessments that measure meaningful skills and support effective learning and evidence-based decision-making.
Track 1, Assessment Design focuses on the development of high-quality, ethical, and learner-centered assessments. Participants explore constructive alignment, assessment blueprinting, item development, and the responsible integration of AI technologies in assessment design.
Track 2, Assessment Analysis builds strong analytical and evaluative capabilities, covering key concepts such as reliability, validity, fairness, standard setting, and decision-making in both human-led and AI-supported assessment systems.
Each track consists of three modules, with class sessions on Saturday mornings from 10:00 to 12:00, totaling 24 hours of classes and 96 hours of independent work (120 hours overall). Classes are offered face-to-face or online.
The program is delivered by internationally recognized experts, Dr. Arnold J. Brouwer, Director of RCEC, who has extensive experience in auditing, consulting, and developing fair and reliable assessments worldwide, and Prof. Dr. Ir. Bernard P. Veldkamp, Vice-Dean of Research at the University of Twente, specializing in psychometrics, data analytics, and computer-based assessment. Through interactive modules, peer learning, and applied projects, participants engage with global best practices while critically reflecting on ethical, social, and contextual challenges in contemporary assessment.
Participants gain practical skills that can be applied immediately, including designing assessments for schools, universities, and organizations, analyzing assessment data, providing professional advice, and communicating results effectively to different audiences.
Designed for professionals working in assessment, evaluation, curriculum development, quality assurance, and educational leadership, the program welcomes participants from education, training, policy, and organizational sectors. Courses are taught in English and offered in a blended format, with Saturday sessions to accommodate working professionals.
A face to face information session will be held on January 14, 2026, providing prospective participants with detailed insights into the program structure, learning outcomes, and application process. The early registration deadline is January 25, 2026, with a tuition fee of 1000 AZN per track (early bird: 900 AZN).
Participants pay before starting each track, and payment is made via the ADA online payment portal.
